    A must see site for anyone looking at South Asian security issues. Includes general information on South Asia, as well as country specific information.

    • - Sri Lanka Assessment
    • - Bibliography – both articles and books – a lengthy list of citations, but a useful start to any research on Sri Lanka and security. [include web site]
    • - Acts and Ordinances
      the more recent documents are included below; others on the site include the Prevention of Terrorism (Temporary Provisions) Act No. 48 or 1979 and Public Security Ordinance No. 25 of 1947.
    • - Of particular interest, see The Constitution of the Republic of Sri Lanka Bill
    • - especially Chapter XXII – Defence, National Security and Law and Order; Chapter XXIII – Public Security; Chapters XVII, XVIII, and XIX - The Judiciary; also: Chapter VI- Principles of State Policy and Fundamental Duties and Chapter III – Fundamental Rights and Freedoms

  • Derechos - Human Rights in Sri Lanka – www.derechos.org/saran/lanka – provides links to the UN and NGOs, as well as reports and articles by a variety of organisations. The focus is on human rights, but security issues are well represented. The site gives both pro-Tamil and anti-Tamil sources and links to news sources and portals available on the internet.

  • Accord: An International Review of Peace Initiatives
    "Demanding Sacrifice: War and Negotiation in Sri Lanka" – Includes several interesting articles on the conflict in Sri Lanka, as well as how the government is attempting to deal with it. While the focus is primarily on political solutions, the relationships between the main players are helpful.

  • The Virtual Library of Sri Lanka
    The homepage offers an index by topic for all interests. For security information, sources on “Ethnic Conflict and Civil War” and “Politics and Human Rights” are most appropriate – both provide a list of links and descriptions of pages and articles relating to the Sri Lankan Conflict. For example, articles and sites include “War Games…”, “Elite Forces and War Heroes”, and “Human Rights Records and Reports” – this includes reports on a variety of topics, including torture, use of lethal force, mass graves, etc.
  • The International Centre for Ethnic Studies
    The Centre has produced several interesting books, monographs, reports and periodicals relating to security, particularly a recent monograph on policing. Full-text is not available on-line, although a digital library is under construction at time of posting.

  • Faultlines
    Published by South Asia Terrorism Portal, the journal provides focuses on internal security, conflict management, and public policy. Articles are available in full-text. See, for example, Wickremasuriya, Kingsley. “Community Oriented Policing and Conflict Management: The Jaffna Experiment” in Volume 7.

Various sources

  • Sri Lanka Police Force
    Of particular interest are Police History (note the last two paragraphs), the General Overview, Police Structure, FAQ, Recruitment, Mission Statement, Special Task Force, and Functional Command. Very complete- includes uniforms of past and present and timelines.

  • Special Task Force
    Interesting in the background information the pages provide, also gives information on recruitment, training, and camps (as well as medals and ranks).

  • Sri Lanka Army
    Includes daily updates on security situations, a brief history, the organisation of the army, the requirements for joining the army, training – including links to several academies, operations, and news releases. The publications pages are under construction at time of posting.

  • Sri Lanka Military Academy
    Includes the history and mission of the academy, and admission requirements. See also Combat Training School site for a brief description of another key academy.

  • Government of Sri Lanka – Official Site
    While the site has the government’s view of the conflict, it is useful, especially in its links to Security Reports and the archives. Editorials from daily newspapers are also available.
